Halal Governance in Malaysia

Halal Malaysia’s ecosystem is quite diverse, as Malaysia is one country with a competitive environment where the government, industry players, and consumers are connected. The halal ecosystem in Malaysia is developed based on a reliable governance model emphasising integrity and a dynamic industry development framework.

The integrity of Halal Malaysia is under the purview of the Department of Islamic Development Malaysia (JAKIM), the custodian of Halal Malaysia Certification. Currently, there are nine (9) certification schemes produced, and pharmaceuticals being one of them.

The pharmaceutical scheme refers to products in finished dosage forms, including prescription and non-prescription medicines for human use that are registered with the Drug Control Authority (DCA) under Ministry of Health, Malaysia.

The Malaysian Halal Management System (MHMS) 2020
The Malaysian Halal Management System (MHMS 2020) was introduced to replace the Guidelines for the Malaysian Halal Certification Halal Management System. MHMS 2020 contains details for the implementation of MHMS, which includes the following:
Internal Halal Control System (IHCS) for small and micro enterprises
Halal Assurance System (HAS) for large and medium industries
The objective of MHMS is to add value to Malaysia’s existing socio-economic development policy. While the Trade Act under Regulations of Halal is important in protecting consumer interests, the business aspect is equally important, where the implementation of MHMS places the responsibility on the company and/or applicant to ensure that all Malaysian Halal Certification requirements are complied with at all times.
